STRATEGIC MACROPLANNING AND NATIONAL INDUSTRIAL POLICY: ARE OFFICIAL DRAFT LAWS MEANINGFUL?

Abstract

In his interview the author takes stock of State Strategic Planning, draft federal law on the final stage of parliamentary consideration, and Industrial Policy in the Russian Federation, draft federal law just brought in the State Duma. Suggested are concrete lines of amendment (revision) of the documents consistent with the author’s perceptions of the relevant subject matter earlier presented in Rossiisky Ekonomichesky Zhurnal and Management and Business Administration journals.

In response to several additional editor’s questions concerning evaluation of the results of railroad complex reforms, quality of the sectoral reform per se and legal support thereof, the author provides recommendations on managerial consolidation in the sector based on the multilevel state holding model suggested in Rossiisky Ekonomichesky Zhurnal prior to establishment of RR state corporation.

UNIQUE ACADEMIC STUDY OF SPATIAL DEVELOPMENT OF RUSSIA (CONCEPTUAL AND METHODOLOGICAL BACKGROUND, ORGANISATIONAL ASPECTS AND OUTCOMES OF RAS PRESIDIUM’S INTERDISCIPLINARY PROGRAMME)

Abstract

The point is of the programme Fundamental Problems of Spatial Development of the Russian Federation: Interdisciplinary Synthesiscarried out within three years, 2009—2011, according to an agreed master plan, comprising 13 complex lines of studies involving over 30 Institutes under five branches of RAS, three regional branches thereof and several regional research centers. Upon describing the programme’s conception, specific features of the involved organisations, as well as theoretical and practically valid results thereof, the author ponders over the future viability of this kind of complex collective research programmes on the part of federal authorities.

«ECONOMY FOR INDIVIDUAL»: SOCIO-ORIENTED DEVELOPMENT BASED ON REAL SECTOR ADVANCEMENT. OUTCOME DOCUMENT OF MOSCOW ECONOMIC FORUM (FROM MEF-2013 PROCEEDINGS)

Abstract

The main feature of the materials compiled on the basis of the outcome document of the Moscow Economic Forum held in March 2013 in MGU (cit: «Economy for Individual»: socio-oriented development based on real sector advancement. Moscow Economic Forum proceedings. Ed. By R.S. Grinberg, K.A. Babkin, A.V. Buzgalin. Moscow, Cultural initiative 2014, 752p) is authors’ aversion of the theory and practice of market fundamentalism and an attempt to advance a valid alternative. The idea of the latter is as follows: the economy must aim at development of human qualities on the basis of real sector, medicine, education, science, culture advancement and use not market alone but also public regulation, be based not only on private property but also on a substantial public sector, develop social sphere as a basis of effective development rather than a sop package.

INDIVIDUAL AND STATE: ECONOMIC DILEMMA (FOREWORD TO A NEW BOOK ON THEORY OF ECONOMIC SOCIODYNAMICS)

Abstract

The authors’ preface to their new book «Individual and State: Economic Dilemma» (Moscow, Ves Mir Publishers, 2013. 480p) describes the gist (methodological synthesis of individualism and holism) and the over 15-year evolution of their concept of economic sociodynamics (its key provisions were first made public, in an organized though still in thesis form, in No. 1 of Rossiisky Ekonomichesky Zhurnal for 1997). The authors believe that one of the concept achievements is an original treatment of the state activities according to which the government meddling, undesirable for neoclassics, is replaced with a legitimate state participation in economic activities of society.
