National innovative system: relevance of formation, contours of conceptual model and integration mechanisms of realization

Abstract.
In work dynamics of key indicators of innovative activity in economy of Russia in recent years is considered. The conclusion is drawn on lack of system positive changes in the innovative sphere of the country. On the basis of the analysis of domestic and foreign practice recommendations about formation of the national innovative system (NIS) promoting more effective realization of the state industrial and scientific and technical policy are formulated. Author’s vision of key segments of the domestic NIS focused on the priority directions of creation of scientific and technological innovations of the national importance is offered. Recommendations about development of specific administrative mechanisms for each of the offered segments are made. As perspective instruments of realization of NIS it is offered to use the innovative scientific and technological centers and scientific education centers. Methodical and practical questions of formation of data of the integrated structures are considered, the corresponding conceptual framework is stated.

Analysis of environmental and climate change factors of Russian Arctic population quality of life

Abstract. The paper focuses on analysis of environmental and climate change factors’ impacts on Russian Arctic inhabitans quality of life. Growing importance of quality of life as a key priority of arctic territories socio-economic development is substantiated. Comparative analysis of Russia’s positions in human development along with other circumpolar countries and in the global context as well as at domestic level comparing federal subjects of Russia with territories included into Russian Arctic zone, to other federal subjects of Russia. Specificities of environmental and climate change impacts on health and quality of life are reviewed.

Abstract. The article is devoted to the method of assessing the public efficiency of infrastructure investment projects related to the creation of railway sections with high-speed traffic. Management of the resource security of state needs: increase of efficiency based on the application of the proposed model-analytical tools

Abstract. Under the conditions of oil price volatility and increasing sanctions pressure, the problem of increasing the efficiency of the government of the Russian Federation becomes more urgent. One of the directions of its solution is to provide state needs with appropriate amounts of resources. For this, it is necessary to solve the task of managing the resource supply of state needs, which consists in a reasonable assessment of the amount of required resources and their delivery to consumers with minimal costs in the required time frame. The paper proposes the use of a dynamic model for solving this problem, which combines the algorithms of production functions, methods for optimizing the capacity utilization, as well as determining the profit generated by the processes being analyzed. The definition of the concept of “state needs” is analyzed, the stages of work of the mechanism for managing resources for state needs in the dynamic supply-consumption cycles of resources are described.

In order to increase the efficiency of managing the provision of state needs with resources, the article proposed the use of the transportation task in conjunction with the EOQ model. The use of inter-sectoral balance has been proposed for determining the volumes of multiplicative effects generated by the processes of resource provision and having both positive and negative effects on these processes. The formation of a management mechanism based on minimizing the discontinuity of rationality, reducing the efficiency of the process of providing state needs with resources, is proposed. The models and methods considered in the article are combined into an algorithm for forming a general model for managing the provision of state needs with resources. The developed general model includes processes of both internal and external dynamics.

On the conceptual development of the industrial policy of the Eurasian economic Union: the criteria of jointly produced goods of the EAEU and the approach to its definition

Abstract. The newest stage of post-Soviet Eurasian economic integration associated with the large-scale tasks of making a breakthrough in the economic development of its participants, including the tools of the EAEU, imposes increased requirements for the content and quality of the integration agenda. At the same time, the imperative put forward by the governing bodies of the Union of compliance of the development goals with the operational objectives of maintaining the current macroeconomic stability of the Eurasian Union in the conditions of further growth of sanctions can no longer be a sufficient condition for the advanced development of the EAEU member States. In order to ensure economic growth at a faster pace of development and with a proper synergetic effect for the national economic complexes of the EAEU States, a fundamental basis in the form of a well-thought-out ideologically and structurally sound industrial policy is required.

In this context, the authors of the article touch upon such an essential element of the concept of this policy (the industrial policy of the EAEU, or the Eurasian industrial policy) as the criteria for jointly produced goods of the EAEU; an approach to its definition is proposed. Implementation of this approach, according to the authors, will create conditions for the development of mutually beneficial intra-Union production cooperation and import substitution, for a successful refraction to the post-Soviet realities of the relevant positive experience of the European Union.
