THE DEVELOPMENT PROSPECTS OF EURASIAN ECONOMIC INTEGRATION: FROM THE CU— THE CES TO THE EAEC (CONCEPTUAL ASPECTS)

Abstract

The article summarizes the results of the passed evolution stage of the Common Economic Space of Belarus, Kazakhstan and Russia (CES) within the Customs Union of Belarus, Kazakhstan and Russia. These results suggest that the common market of goods stands as the initial stage of Eurasian integration. Above all the article covers the issues of deepening this integration that should be connected with creation of the common market of services, capital and workforce within the CES along with the transition from the CES to the Eurasian Economic Union. The latest contemplates the realization of the common socio-economic development strategy of its members. Also the article offers the possible way of optimizing the framework of the integration process and emphasizes the leading role of Russia in it.

STATE PROPERTY MANAGEMENT IN RUSSIA: IRRATIONALITY OF THE CONVENTIONAL FEATURES

Abstract

The author emphasizes that after the three decades of the post-soviet evolution of Russia the legislation that systematically regulates the management of state property still has not been created. Moreover, the article argues that the calls for de-bureaucratization of state property seem to be extremely abstract.  As the nearest consequence of that, the role of the state as a proprietor will be diminishing. The other specific features of state property management in Russia include: the lack of the system of state property management in corporations; extremely low yield on government assets in stock companies; high management costs in companies with state participation; the constant increase in the amount of budget investments in the charter capital of stock companies in comparison with direct investment from the budget.

BACK TO THE PROBLEM OF «THE GROWTH OF RUSSIAN ECONOMY MONETIZATION AND INFLATION RISKS»

Abstract

The article of M. Ershov, who continues his publications in Russian Economic Journal, argues for the relative lack of monetization of the economic turnover in Russia. The arguments are supported with the latest data on the Russian and foreign economies (related to the period from 2009 to 2012). On the basis of that as well as on the restricted inflation risks author is in favor of

the extra flow of monetary and credit recourses to the domestic economy in order to meet the needs of the real sector and to fit the priorities of its development. The paper emphasizes that these resources should mostly be the domestic ones and with the key role of the state bodies with monetary authority in providing them.

THE FEDERAL POLICY IN REGIONS: ABOUT THE IDEOLOGY AND INSTUTIONS

Abstract

The author proposes to distinguish between the concepts of «federal policy in regions» and «aspects of federal socio-economic policy in regions» taking into an account the variety of the ways federal state can influence socio-economic development of the regions. Besides, the author is sure that «federal policy in regions» should be restricted to the support of troubled regions in order to reduce the asymmetry of spatial development of Russia. Moreover, the paper comprises some practical proposals on how to reform the system of institutions that regulates development of Russian regions. Above all, O. Kuznetsova recommends to secure the functions of state policy in regions for the Russian Ministry of Regional Development and revive the Government’s Regional Development Commission for the coordination with the other regional policies of other Russian ministries.

FOOD SECURITY OF THE COUNTRY: THREATS ARE RISING (ABOUT THE EFFECTS OF THE MEMBERSHIP IN THE WTO AND NOT ONLY ABOUT THAT)

Abstract

The article of R. Gumerov, who continues his publications in Russian Economic Journal, covers the urgent threats of food security of Russia. Such threats can be hardly noticed from the analysis of criteria and indicators of the «Doctrine of Food Security of the Russian Federation». These threats include: some negative consequences of Russia’s accession to the WTO; new tendencies of the food market development which are caused by the intensifying global competition for resources («grain export-trap», the capture of Russian land resources by multinational corporations, buying the assets of Russian firms by multinational corporations). The recommendations of the author on how to address the mentioned problems should be used as a guidance for the correction of the official Doctrine.

TWENTY YEARS OF THE MOLDOVAN ECONOMY TRANSFORMATION

of the Russian Academy of Sciences The articles continues the series of publication of the authors from the Center for Post-Soviet Studies of the Institute of Economics of the Russian Academy of Sciences about the socio-economic evolution of the former USSR’s republics (in 2012 Russian Economic Journal published articles concerning Ukraine, Belarus and the Baltic States). Having examined the evolution of the post-Soviet Moldovan economy at all passed stages (1990s, early 2000s, then crisis and «post-crisis» periods) the author comes to the conclusion that the economic and management systems of Moldova are too weak to initiate modernization. Therefore, the article covers the chances of Moldova at the reorientation from European to Eurasian integration.
