Аннотация. Резкое изменение условий общественно-хозяйственного развития, утвердившееся в современном мире после глобального кризиса 2008–2009 годов, свидетельствует о переходе эволюционного процесса в особую фазу, получившую название новой экономической реальности и представленную взаимосвязанной совокупностью качественно новых, достаточно устойчивых феноменов, углубленное исследование которых только начинается. Среди них выделяется феномен задолженности перед будущими поколениями в различных сферах общественно-хозяйственной жизни. Значение этого феномена быстро возрастает в условиях нарастания таких трансформационных проблем, как обострение экологической ситуации, энергетический переход, ухудшение демографической структуры общества и другие. При этом на первый план выходит кажущееся безудержным накопление множества острых и не находящих оптимального решения проблем длительных интенсивных преобразований, а также перекладывание их на плечи будущих поколений. Однако на самом деле у такого накопления есть определенный предел, выступающий как порог меры, переход которого обозначает качественное изменение ситуации и свидетельствует о том, что прежняя модель социально-экономического развития исчерпала себя. О таком исчерпании свидетельствует, в частности, затяжное последовательное ухудшение конкурентных позиций отечественной социально-экономической системы в мировой общественно-хозяйственной системе. Очевидно, что последовательное разрешение комплекса сложных проблем задолженности перед будущими поколениями становится необходимым условием продолжения устойчивого развития и дальнейшей успешной трансформации российской социально-экономической системы в контексте соответствующих мировых процессов. Сложность процесса разрешения такого комплекса проблем обусловливает необходимость применения системного подхода, в том числе возможностей диалектического представления накопления задолженности перед будущими поколениями как формирования, обострения и разрешения объективных противоречий. В статье предложены новые подходы к разрешению проблемы задолженности перед будущими поколениями, соотнесенные с императивами новой экономической реальности. Для их разработки привлечены познавательные и прикладные возможности теории социальноэкономических трансформаций, теории человеческого капитала, концепции фиктивного капитала. Авторы уделили особое внимание обеспечению необходимой широкой общественной поддержки процесса разрешения проблемы задолженности перед будущими поколениями на его стартовом этапе, где риски и угрозы возврата к прежнему состоянию безудержного накопления указанной задолженности весьма высоки.

Abstract. A sharp change in the conditions of socio-economic development, which has emerged in the modern world after the global crisis of 2008-2009, indicates the transition of the evolutionary process into a special phase, called the new economic reality and represented by an interconnected set of qualitatively new, fairly stable phenomena, the in-depth study of which is just beginning. The value of the results of such a study is largely determined by the correctness of theoretical ideas about the new economic reality. Among the specified totality, the phenomenon of debt to future generations in various spheres of social and economic life stands out. The significance of this phenomenon is rapidly increasing in the context of the growth of such transformational problems as the aggravation of the environmental situation, the energy transition, the deterioration of the demographic structure of society, etc. At the same time, the seemingly unrestrained accumulation of many acute and not finding optimal solutions to the problems of long-term intensive transformations comes to the fore, as well as shifting them onto the shoulders of future generations. However, in fact, such accumulation has a certain limit, acting as a threshold measure, the transition of which indicates a qualitative change in the situation and indicates that the previous model of socio-economic development has exhausted itself. This exhaustion is evidenced, in particular, by the protracted consistent deterioration of the competitive positions of the domestic socio-economic system in the global socio-economic system. It is obvious that the consistent resolution of complex debt problems to future generations becomes a necessary condition for the continuation of sustainable development and further successful transformation of the Russian socio-economic system in the context of relevant global processes. The complexity of the process of solving such a complex of problems necessitates the use of a systematic approach, including the possibilities of dialectical representation of the accumulation of debt to future generations as the formation, aggravation and resolution of objective contradictions. The article suggests new approaches to the consistent resolution of the problem of debt to future generations, correlated with the imperatives of the new economic reality. Cognitive and applied possibilities of the theory of socio-economic transformations, the theory of human capital, the concept of fictitious capital are involved in their development. The authors paid special attention to ensuring the necessary broad public support for the process of resolving the debt problem to future generations at its initial stage, where the risks and threats of a return to the previous state of unrestrained accumulation of this debt are very high.
